Quashing the University Grants Commission’s 2006 Guidelines

Changes to the way grants to be awarded

In a turn around of the 2016 guidelines from the University Grants Commission, Universities will now not be treated as “units”. Instead a unit will be a subject-wise or department-wise entity. The idea behind this is

The High Court reasoned that if the University is taken as a Unit for every level of teaching it could result into some departments/subjects having all reserved candidates, and some having only unreserved candidates. Such proposition would be discriminatory and unreasonable and a violation of Articles 14 and 16 of the Constitution.

The High Court, therefore, quashed Clause 6(c) and 8(a)(v) of the UGC Guidelines 2006. The hope is that a fairer state of play for departments and subjects will follow on.

The hope of may students waiting to secure places at their chosen college may now be raised in light of this turnaround.

In theory at least this should be beneficial to students and colleges allke.
